You have a sharp eye. Luang Prabang was the first place we found really nice boutique hotels and high-end cafes mixed with budget lodging, which we used. It was challenging to stay on budget there. The best places for us to eat were the soup places or baguette places, where we could both eat for 20,000kip or $2.50US. The city was nice to look at though!
